This would strengthen protections for patients and healthcare providers involved in reproductive care, including services like abortion, contraception, fertility treatments, and gender-affirming care. It would ensure that individuals in New Jersey can access these services legally; even if they are restricted in other states.

Authorizes provision of residential mental health services in residential substance use disorders treatment facility or program under specified hospital affiliation and clinical support criteria.

This would allow licensed residential SUD treatment facilities to expand their services to include on-site mental health care as a separate program, if they establish a formal partnership with a hospital.

Establishes certain State funding preferences for municipalities that enhance opportunities to develop housing.

This would give financial incentives to towns that take steps to allow more housing development by encouraging municipalities to update zoning rules and local plans to support  multi-family units, smaller lot sizes, or reduced parking requirements, in exchange for priority access to certain state funding and aid.

Extends certain pay parity regarding telemedicine and telehealth.

This would extend requirements that health insurers pay for telemedicine and telehealth at the same rate as in-person care to ensure patients  are not charged higher out-of-pocket costs and that providers receive equal reimbursement for covered services delivered remotely.

Requires certain providers of substance or alcohol use disorder treatment, services, or supports to be assessed for conflicts of interest prior to receiving State funds, licensure, or certification.

This would require substance use treatment providers to undergo a review for potential conflicts of interest before they can receive state funding or obtain licenses or certifications. The bill calls for agencies to examine providers’ financial ties, ownership structures, and staff affiliations to ensure outside interests do not interfere with patient care.

Provides funding for Division of State Police opioid-related initiatives; appropriates up to $5 million annually.

Prohibits discrimination on basis of height or weight under “Law Against Discrimination.”

Establishes Law Enforcement Critical Mental Health Assistance Grant Program; appropriates $3 million.

Revises licensure requirements for residential substance use disorders treatment facilities or programs.

Makes certain procedural and substantive reforms to expungement statutes to reduce filing burdens and expand eligibility.

Establishes oversight and qualifications of peer recovery specialists.

Requires NJT to establish pilot program to supply certain light rail train sets with opioid antidotes; makes appropriation of $100,000.

Increases access to substance use disorder treatment; Requires Medicaid coverage for substance use disorder services provided by community-based organizations.

Increases Medicaid reimbursement for in-person partial care and intensive outpatient behavioral health and substance use disorder treatment services, and associated transportation services, for adults.

Revises eligibility for convicted drug offenders to receive general assistance benefits under Work First New Jersey program.

Prohibits substance use disorder treatment providers from using deceptive marketing practices.

Establishes telecommunication fee to support Statewide behavioral health crisis system of care.

Increases FY2026 annual appropriation to DCF by $16.7 million to increase monthly NJ FamilyCare reimbursement rate paid to care management organizations.

Shifts $45 million appropriation for opioid related care and treatment provided at certain hospitals from Opioid Recovery and Remediation Fund to General Fund.

Requires DOBI to monitor, evaluate, and submit annual report concerning mental health parity.

Subjects certain rooming and boarding houses to municipal land use regulations; requires owners and operators of cooperative sober living residences to submit certain approvals with license applications.
