Public Policy Position Papers

NCAAR publishes Position Papers that support Anti-Stigma, Harm Reduction, Decriminalization, Recovery, as well as the Behavioral Health workforce. Conversely, when there is proposed legislation that may be harmful to the recovery community, NCAAR opposes legislation that would result in creating barriers to recovery and wellness.

Decriminalization Primer

Our primer on decriminalization speaks to the far-reaching impact of ineffectual laws that criminalized people for using drugs, penalties that fell disproportionately on people of color. NCAAR's organizational statement on decriminalization illustrates the need for a less punitive approach, which is achievable with the powerful voices of our advocates and partners.
