Navigating the ever-changing legislative landscape can be challenging, so let NCAAR do the work for you at The Bill Club!
The NCAAR Public Affairs Unit advocates for individuals, communities, and families affected by substance use, mental health, and domestic violence by monitoring legislative developments in NJ related to these areas. One of our strategies involves tracking bills relevant to this spectrum and mobilizing our statewide advocate constituency to encourage them to submit testimony in person or electronically.
In 2024, NCAAR launched The Bill Club to create a space for discussing legislation and its impact on New Jersey constituents (that’s you!). Similar to a book club, The Bill Club is open to everyone and provides an opportunity for individuals to come together to better understand the legislative landscape at both the local and national levels. Hosted by NCAAR’s Community Coordinator Tonia Ahern, you will learn how to search for legislative issues that matter to you, locate your legislative district, identify your Assembly and Senate representatives, and feel empowered to advocate for change. Each month, we take a deep dive into a specific piece of legislation related to substance use, mental health, or domestic violence, and encourage open discussions among our club members.

The Bill Club will meet on Wednesday May 7, 2025, from 12-1 PM to discuss bill S2818/A3909, known as “Max’s Law,” which would require school districts to provide instruction on the dangers of fentanyl and xylazine.
This legislation aims to support efforts in combating opioid-related fatalities, including the rising threat posed by fentanyl and xylazine. If enacted, schools would be required to incorporate this targeted drug education into their existing health curriculums.

S2315/A3230 are legislative proposals in New Jersey that mandate the Department of Community Affairs (DCA) to approve a credentialing entity responsible for developing and administering a voluntary recovery residence certification program. This program aims to establish standards and procedures for the certification of recovery residences. The certification is voluntary, meaning recovery residences can choose to participate to demonstrate their compliance with established standards.
S2952/A4535 address the regulation of cooperative sober living residences and boarding houses in New Jersey. These bills amend the “Rooming and Boarding House Act of 1979” to enhance state oversight of such facilities. Key provisions include unannounced state inspections twice a year, more stringent reporting requirements, and increased penalties for violations of $5,000 to $25,000. Additionally, these bills appropriate $100,000 to support the implementation and enforcement of these regulatory measures.
The Bill Club January 15, 2025
During the January 15, 2025, meeting of The Bill Club, NCAAR Policy Analyst, Nikki Tierney reviewed the details of legislative bill S2513/A3881 which will prevent the state police from sharing the criminal information of individuals who have been granted an expungement, but remain queued in the backlog of unexecuted expungement orders. Nikki provided supplemental materials including statistics from the New Jersey Adult Recovery Court Program, a study conducted by Harvard Law Review on expungements, and a presentation of her advocacy journey.
Additionally, Nikki shared a sample letter sent to an Assemblywoman regarding A4749 which makes certain procedural and substantive reforms to expungement statutes to reduce filing burdens and expand eligibility as an example for advocates to utilize when writing to their legislators.

Legislative Bill Number A3881 prohibits the dissemination of certain criminal history background information has passed the Senate and Assembly, and is awaiting signature by New Jersey Governor Murphy.
NCAAR’s Policy Analyst, Nikki Tierney led efforts to advocate for this bill within the NJ legislature and reviewed the details at our January Bill Club meeting.
