DESCRIPTION

Establishes Psilocybin behavioral Health Access and Therapy Pilot Program; appropriates $6 million.

Establishes telecommunication fee to support Statewide behavioral health crisis system of care.

Increases FY2026 annual appropriation to DCF by $16.7 million to increase monthly NJ FamilyCare reimbursement rate paid to care management organizations.

Shifts $45 million appropriation for opioid related care and treatment provided at certain hospitals from Opioid Recovery and Remediation Fund to General Fund.

Requires DOBI to monitor, evaluate, and submit annual report concerning mental health parity.

Requires certain providers of substance or alcohol use disorder treatment, services, or supports to be assessed for conflicts of interest prior to receiving State funds, licensure, or certification.

Subjects certain rooming and boarding houses to municipal land use regulations; requires owners and operators of cooperative sober living residences to submit certain approvals with license applications.

Concerns State regulation of cooperative sober living residences and boarding houses generally; appropriates $100,000.

Prohibits use of deceptive marketing practices by substance use disorder treatment providers.

Revises law concerning patient referrals to substance use disorder treatment facilities, recovery residences, and clinical laboratories.

Revises certain provisions concerning, and establishes certain education and data reporting requirements related to, involuntary commitment.

Concerns State regulation of cooperative sober living residences and boarding houses generally; appropriates $100,000.

Enters NJ in Social Work Licensure Compact.

Requires State Police to establish online portal allowing persons to obtain status of expungement orders.

“Equitable Outcomes in Child Support Collection Act”; establishes procedures regarding collection of child support on behalf of children in custody of DCPP.

Provides grant to study and map mental health care resources for children; makes appropriation.

Regulates production and sale of certain intoxicating hemp products.
